Acceptable Use Policy for Public Computers/Internet at EMCL
In response to advances in technology and the changing needs of the community, the East Morgan County Library endeavors to develop collections, resources, and services that meet the needs of the community. It is within this context that the library offers access to the Internet to all patrons.
The library's staff does not monitor and has no control over information accessed over the Internet and cannot be held responsible for its content. The Internet is not a secure medium. Third parties may be able to obtain information regarding users' activities. The Library is not responsible for any loss incurred by a user of the library computers.
Although the library staff is able to offer searching suggestions and answer questions, they cannot provide in-depth training in Internet usage. The Internet is a free service at EMCL. Each user is entitled to 45 minutes uninterrupted time twice a day. All users are required to sign in before using the public computers.

Printouts are $.20 for black and white and $1.00 per page for color.
EMCL's Acceptable Use Policy Conduct/Rules
The following actions may result in the loss of computer privileges, library privileges, and/or criminal prosecution or other legal action. A first warning will result in a one week loss of computer privileges. A second warning will result in a one month loss of computer privileges. A third warning will terminate the user's access to the public computers.
It is not acceptable to use the public computers for disruptive purposes. The library staff cannot consistently and effectively monitor the public's use of the Internet. The library reserves the right to discontinue the display of information and images that cause disruption. Some content is not protected by the First Amendment to the U.S. Constitution. No user is permitted to use the public computers to view obscenity, child pornography, or to display this illegal content or if the user is a minor, to view materials harmful to juveniles. It is a violation of the Colorado State Statue 24-90404 to do so.
It is also not acceptable to:
- damage or alter the software or hardware component of the public computers
- use the public computers for illegal criminal use
- violate the legal protections provided by copyright and licenses to program data or software
- Even if material on the Internet is not marked with the copyright symbol, users should assume that all materials are protected unless there is explicit permission stating approval for use
- use the public compuers for commercial purposes
- use the public computers to seek or infiltrate (so called "hacking") another computer or computing system
- behave in a way that intrudes upon the rights of others
- users are not permitted to invade the privacy of other users, or argue with staff
- it is not acceptable for minors to disclose personal identification information or to falsify one's age to gain access to Internet sites
