The Board meets the 2nd Wednesday of each month at 5:15pm, in the Carnegie Center of the Library. These meetings are always open to the public.
Use of the telephone is restricted to library business or emergencies only. Patrons are required to wear shirts and shoes when using the library. Cell phone use is limited to the lobby of the library or outside. Rollerblades, skateboards, and skates are prohibited in the library or on library grounds.
Adults (over age 18), must have a current Colorado Driver's license/ID card or valid proof of current permanent address (such as a utility bill, bank statement, etc. addressed to you) to obtain a library card. There is a two item checkout limit during a 60 day "get acquainted" period. Patrons with children under the age of 5 may check out one additional item during the "get acquainted " period. After the 60 day period, Adults may check out up to 20 items, with a limit of 5 audios or videos.
Children (ages 5-18), can also get a library card. Their parent or legal guardian must be present when the child registers for a card and the parent or guardian must also have a library card or the credentials to sign up for a library card with them (see above). Children also have a 60 day "get acquainted" period where they can check out two items at a time. After the 60 day period, children may check out up to 10 items. (Must be an adult to check out videos).
Loan Period Fines and Charges 3 weeks for most materials $.10 per day overdue per item 3 week renewal if not on reserve 7 days for all videos 7 days for books with holds
If you are interested in an item that is checked out, Please ask to put that item on hold and we will call you when that item comes in.
You may renew your items a maximum of 2 times. You may bring the items in for renewal or call us. If we are closed, you may leave a message on our answering machine and we will renew them for you.
Acceptable Use Policy for Public Computers/Internet at EMCL
In response to advances in technology and the changing needs of the community, the East Morgan County Library endeavors to develop collections, resources, and services that meet the needs of the community. It is within this context that the library offers access to the Internet to all patrons.
The library's staff does not monitor and has no control over information accessed over the Internet and cannot be held responsible for its content. The Internet is not a secure medium. Third parties may be able to obtain information regarding users' activities. The Library is not responsible for any loss incurred by a user of the library computers.
Although the library staff is able to offer searching suggestions and answer questions, they cannot provide in-depth training in Internet usage. The Internet is a free service at EMCL. Each user is entitled to 30 minutes uninterrupted. This time limit may be extended when there is no one waiting to use a particular computer. All users are required to sign in before using the public computers.

No personal discs may be used in the library public computers. When a document needs to be saved, a 3 1/2 " floppy disc may be purchased for $2.00 or a zip disc for $15.00. Either type must be left at the library if it is to be used again. Printouts are $.25 for b/w and $1.00 per page for color.
EMCL'S Acceptable Use Policy Conduct/Rules:
The following actions may result in the loss of computer privileges, library privileges, and /or criminal prosecution or other legal action. A first warning will result in a one week loss of computer privileges. A second warning will result in a one month loss of computer privileges. A third warning will terminate the user's access to the public computers.
It is not acceptable to use the public computers for disruptive purposes. The library staff cannot consistently and effectively monitor the public's use of the Internet. The library reserves the right to discontinue the display of information and images that cause disruption. Some content is not protected by the First Amendment to the U.S. Constitution. No user is permitted to use the public computers to view obscenity, child pornography, or to display this illegal content, or if the user is a minor, to view materials harmful to juveniles. It is in violation of the Colorado State Statue 24-90404 to do so.
It is not acceptable to damage or alter the software or hardware components of the public computers.
It is not acceptable to use the public computers for illegal or criminal use.
It is not acceptable to violate the legal protections provided by copyright and licenses to program data or software. Even if material on the Internet is not marked with the copyright symbol, users should assume that all materials are protected unless there is explicit permission stating approval for use.
It is not acceptable to use the public computers to seek or infiltrate (so called "hacking") another computer or computing system.
It is not acceptable for minors to disclose personal identification information or to falsify one's age to gain access to Internet sites.
It is not acceptable to use the public computers for commercial purposes.
Chat rooms are prohibited and anyone caught using them will lose computer privileges for one week.
It is not acceptable to behave in a way that intrudes upon the rights of others. Users are not permitted to invade the privacy of other user, or harass the library staff.
The user's access to the library's public computers is a privilege, not a guaranteed right.
